ORDER
Heard the learned counsel on either side.
2. Considering the order to be passed, issuance of notice to the private respondent is dispensed with.
3. The second respondent is directed to consider the petition mentioned representation and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The second respondent will put on notice all the interested parties including the private respondent herein before passing final order. I make it clear that I have not gone into the merits of the matter. It is open to the second respondent to pass order one way or the other.

4. This writ petition is disposed of accordingly. There shall be no order as to costs.
