Heard the learned counsel for the petitioner and the learned Special Government Pleader for R1 & R2.

2. The prayer in the writ petition cannot be countenanced. The petitioner has to necessarily file a civil suit for getting relief now sought for. Granting liberty to the petitioner to file a civil suit, the Writ Petition is dismissed. I make it clear that I have not gone into the merits of the matter.
