Heard both sides.
2. The specific allegation of the petitioner is that a sum of Rs.1,20,000/- was credited in the name of his father and withdrawn by the president of the local body. The petitioner's father had passed away on 28.04.2013 itself. Misappropriation appears to be too obvious. It is also stated that similar instances have been reported in the very same village. In this regard, a complaint was lodged by one Thiagarajan. The project officer has called for explanation in this regard. Copy of the notice dated 06.12.2023 in Na.Ka.No. 2636/2019/A10 has been produced before me.
3. The first respondent is directed to conduct detailed enquiry in this regard. Due process of law will be followed. But responsibilities will be fixed. Criminal cases shall be registered. I am issuing a continuing mandamus so that the first respondent will see to it that the persons who had misappropriated the amounts are brought to book. The entire exercise shall be completed by the first respondent within a period of three months from the date of receipt of a copy of this order. Simultaneously, the jurisdictional police also should have filed final report and cognizance also taken. The trial itself shall be completed within a period of 12 months thereafter.

4. The Writ Petition is allowed accordingly. No costs. Consequently, connected miscellaneous petition is closed.
