Heard both sides.

2. The petitioner had suffered an adverse order under Section 78 of HR&CE Act. This order can very well be questioned before the Commissioner, HR&CE.

3. The petitioner states that such petition will be filed within a period of three weeks from the date of receipt of a copy of this order. If the petitioner files such an appeal / revision, it shall be numbered immediately, provided the papers are in order. Since the original order has been filed before this Court, the petitioner can file appeal with photocopy of the said order. The order impugned in the writ petition will be put on hold and kept in abeyance for a period of three months. It is for the writ petitioner to obtain an interim order before the Commissioner, HR&CE Department. The merits of the matter have not been gone into. Any interim application filed by the petitioner will have to be disposed of within a period of eight weeks, 2/4
