Heard the learned counsel appearing for the writ petitioner and the learned Additional Government Pleader appearing for respondents 1 to 5 and the learned Government Advocate appearing for respondents 6 to 8.

2. Even though the writ prayer is couched in the manner as if the relief is sought against the official respondents, in substance, relief is sought against the private respondents. Such a private dispute cannot be resolved in public law proceedings. Granting liberty to the writ petitioner to work out his rights in the manner known to law, this writ petition stands disposed of.
