2.Heard the learned counsel for the Petitioner and perused the materials placed before this Court.
3.For the reasons stated in the accompanying affidavit filed in support of this Petition and on being satisfied with the same, this Petition is ordered and the Petitioner is permitted to serve notice on the second respondent by way of substituted service in any one of the leading Tamil Daily in Trivandrum, Kerala State Edition,indicating the next date of hearing as 28.11.2025.The learned 2/4
counsel for the Petitioner is directed to effect paper publication as aforesaid within fifteen days from today.
