PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the respondents to rectify the revenue records by deleting the wrongful entry as Anathinam and issue patta in survey No.4/8 situated at Mela Nedungulam Revenue Village No.11, Thiruparankundram Taluk, Madurai District based on the petitioner's 1/4

representation dated 24.06.2025.

ORDER

The petitioner traces title to the land in S.No.4/8 at Mela Nedungulam Revenue Village from one Arumugathammal through his mother in law, Velammal.

Learned counsel for the petitioner submits that an earlier writ petition was filed in W.P.(MD)No.17551 of 2019 and that in spite of the Tashildar being directed to conduct an inquiry and pass orders, orders have not been passed till date. He also contends that adjacent lands, which were earlier classified as "Anathinam", have been subsequently reclassified and that patta has been issued to the persons concerned.

3. Learned Special Government Pleader accepts notice for all the respondents. He points out that even in the pre UDR records, S.No.4/8 is classified as "Anathinam". Consequently, he contends that the revenue authorities do not have the authority to make any alterations in pre UDR revenue records. He relies upon the circular dated 15.09.2023 issued by the Commissioner of Land Administration in this regard. 2/4

4. In the above facts and circumstances, no purpose would be served by directing the respondents to consider and pass orders on the petitioner's representation. Instead, by leaving it open to the petitioner to approach the jurisdictional civil Court in this regard, this writ petition is disposed of. No costs.
