Respondents Writ Petition is filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the second respondent to consider the Diploma obtained by the petitioner in the Ambulance assistance course as a science subject in the selection process for the admission of Medical Record Technician course conducted by the second respondent and to consider the application of the petitioner and to admit the petitioner in the said course as per the seniority .

ORDER

The Petitioner, seeks Writ of Mandamus, directing the second respondent to consider the diploma obtained by the petitioner, in the Ambulance Assistance course, as a science subject in the selection process for admission to Medical Record Technician Course conducted by the second respondent and to consider the application of the petitioner and admit him in the said course.

2. The petitioner claims that he joined as Ambulance peon in the year 1982, in the services of the Health and Family Welfare Department and he is now working as a Special Grade Driver in the Government HeadQuarters Hospital at Ramanathapuram. He has passed his 12th standard with the following subjects Tamil, English, History, Elements of Economics, Elements of Commerce, Advanced Languag-Tamil. Thereafter, he appears to have obtained B.A and M.A https://hcservices.ecourts.gov.in/hcservices/

Degrees in History and Political Science respectively. He has also studied Microsoft Office and he has also completed Diploma Course in Ambulance Assistance Course in Madurai Medical College in the year 1989.

3. Applications were called for, from the eligible service candidates to undergo Medical Record Technician Course in the year 2010 by the Department of Medical Education. The qualifications prescribed for admission to the said Course, are a pass in +2 preferably science subjects and a course certificate in M.S Office in computer from any institution.

4. Admittedly, the petitioner has not studied Science Subject in 11th and 12th standards. His prayer is to treat the Diploma in Ambulance Assistance Course as a science subject . It is not the duty of this court to decide as to whether the Diploma in Ambulance Assistance Course would be a science subject and whether that would satisfy the educational qualification required for admission to the Medical Record Technician Course. Therefore, it is for the authorities concerned to fix the educational qualification and other qualification either for appointment or admission.
