Heard both sides.

2. The order impugned in the writ petition is quashed on the ground that the inspection report that is relied upon was not furnished to the petitioner. The matter is remanded to the file of the third respondent to pass order fresh on merits and in accordance with law. Since the petitioner's license had already expired on 06.08.2025, the question of issuing transit pass does not arise at all. Only after the writ petitioner's license is renewed, the petitioners can be issued with transit pass. This writ petition stands disposed of accordingly. No costs. Consequently, connected miscellaneous petition is closed.
