Prayer : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the 3rd respondent to consider the petitioner's representation, dated 24.10.2025 and to issue No Objection Certificate to the petitioner in the light of C.S.R.No.1667 of 2025 on the file of the 2nd respondent within time frame as fixed by this Court. ORDER

The petitioner seeks a direction to the third respondent to consider the petitioner's representation, dated 24.10.2025 and to issue a No Objection Certificate to the petitioner.

2. It is the case of the petitioner that the petitioner has now obtained a job in the Indian Army; and that a No objection certificate is required from the jurisdictional Police to be produced for completion of the recruitment process.

3. The learned Additional Public Prosecutor, on instructions, would submit that there was a case registered against the petitioner; that the same was closed by the learned Principal Magistrate, Juvenile Justice Board, Sivagangai, on 06.02.2023, since the final report was not filed within the period of limitation; and that hence a no objection certificate cannot be issued

4. This Court is of the view that there is no impediment for the respondents to issue a certificate stating that a case that was registered against the petitioner was closed and as on date, there is no case pending against the petitioner. The third respondent is therefore directed to issue such a certificate to the petitioner, within a period of two weeks from the date of receipt of a copy 2/4

of this order.
