ORDER

The petitioner has challenged the communication dated 14.10.2025 wherein his bid was rejected without assigning any reason. The petitioner has participated in the tender process initiated by the respondent vide tender notice dated 16.09.2025 for the upgradation of the panchayat and District road in Trichy (Highways ,NABARD and Rural road Circle). The petitioner submitted his bid for this work relating to Vatlakundu road to Thirumanatham road complied with all the requirements. However, the request has been rejected with a non-speaking order. Therefore, he is before this Court. 2.The learned Additional Advocate General would submit that the rejection was on account of the fact that the petitioner had not submitted the Worksite Inspection Certificate and Plant and Machinery Certificate. 3.The learned Senior Counsel appearing for the petitioner would submit that it is the respondent who had not granted the same. 2/4

4.However, it is reported that the petitioner has not even made an application for issuance of such certificates. The special condition of tender clearly stipulates that these two certificates have to be produced along with tender form. Having failed even to make an application seeking such certificates, it does not lie in the mouth of the petitioner to challenge the impugned order. Accordingly, the instant Writ Petition is dismissed. Consequently, connected miscellaneous petitions are closed.
