3. Heard the learned counsel appearing for the petitioner and the learned counsel appearing for the respondents 1 to 3. Records perused.

Being satisfied with the reasons stated in the affidavit filed in support of this petition, this petition is ordered and the petitioner is permitted to effect substituted service for the fourth respondent, by paper publication in Tamil Daily viz., Malai Malar, in Kanyakumari Edition, indicating the next date of hearing as 09.04.2026. The publication shall be effected on or before 30.03.2026.
