Vigneshkumar ..Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus to direct the respondents 1 to 9 to consider and dispose of the Petitioner's representation dated 27.09.2025, and not to grant permission for establishing a firecracker unit in Joint Patta Nos.1166 and 1108 at Keelnattukurichi Village, Ettaiyapuram Taluk, Thoothukudi District, within the stipulated time fixed by this Court. ORDER
This writ petition has been filed seeking issuance of a Writ of Mandamus directing the respondents 1 to 9 to consider and dispose of the petitioner's representation dated 27.09.2025, and not to grant permission for establishing a firecracker unit in Joint Patta Nos.1166 and 1108, situated at Keelnattukurichi Village, Ettaiyapuram Taluk, Thoothukudi District, within the time frame to be fixed by this Court.
2. Mr.A.Kannan, learned Additional Government Pleader, takes notice for the respondents 1 to 7 and 9. Mr.G.Suryananth, learned Additional Government Pleader, takes notice for the 8th respondent. Since no adverse order is passed as against respondents 10 and 11, notice to them is dispensed with. By consent, the writ petition is taken up for final disposal at the admission stage.
3. The case of the petitioner is that the respondents 10 and 11 have made arrangements to establish a firecracker manufacturing unit in the above said survey fields. The petitioner contends that the said area is situated in a thickly populated residential locality and that the establishment of a firecracker unit would pose serious danger to the lives and property of the nearby residents. Hence, the petitioner has submitted a 3/7
representation dated 27.09.2025 to the official respondents, requesting them not to grant permission or licence for establishing the said unit. Since no action has been taken so far, the present writ petition has been filed.

On the other hand, the learned Additional Government Pleaders appearing for the respondents submit that, as of now, only permission to construct the building has been granted to the respondents and that no licence has been issued for the manufacture or storage of firecrackers. It is further submitted that the petitioner's representation will be duly considered by the respondents in accordance with law.

Considering the submissions made on both sides and taking note of the fact that only building permission has been granted so far, this Court directs the respondents to consider and dispose of the petitioner's representation dated 27.09.2025, after affording an opportunity of hearing to all the interested parties, within a period of two months from the date of receipt of a copy of this order.
7. It is further made clear that till such time the said representation is disposed of, no licence shall be granted to the respondents 10 and 11 for running or operating any firecracker unit in the said location. 4/7
