The rejection of the request for patta transfer is impugned in this Writ Petition on the ground that such order is unreasoned.
2. Learned Additional Government Pleader accepts notice for both the respondents. On the basis of written instructions, he submits that the petitioner's claim for patta transfer is based on a 'Will' and that there are other legal heirs of the petitioner's sister.
3. The respondents cannot add to the impugned order in course of these proceedings. The said order is required to speak for itself. On perusal, the only reason assigned for rejection is "Approved". Whether the word "Approved" is code for something else cannot be discerned from the order. In any event, the order is completely unreasoned and cannot be sustained.

4. Therefore, the impugned order is set aside and the matter is remanded for reconsideration. After providing a reasonable opportunity to the petitioner, a speaking order shall be issued within three (3) months from the date of receipt of a copy of this order.
