Respondents (R6 is suo motu impladed vide order dated 10.11.2025 in W.P.(MD) No.31851 of 2025) PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus to direct the respondents herein to implement the proposal of third respondent in Na.Ka.A1/1220/2019 dated 12.11.2020 pending approval from first respondent for assignment of unobjectionable land in 338/1 measuring 0.02.28 Hecs., in Patharakudi, Managiri Sukkanendal Village, Karaikudi, Sivagangai, as per the order dated 24.08.2016 in WA (MD) No. 118 of 2016 within a reasonable time as may be fixed by this Court. By relying on an order dated 24.08.2016 of this Court in W.A(MD) No.118 of 2016 and a proposal dated 12.11.2020 of the Revenue Divisional Officer, the petitioner has prayed for the implementation of the proposal dated 12.11.2020.

2. Learned Government Advocate accepts notice for all the respondents. By relying on written instructions, he submits that survey No.338/1 had been earlier identified for allotment to the petitioner. Because this parcel of land is abutting the highway, he points out that it was decided to instead allot survey No.225/2 to the petitioner. He submits that the proposal in relation thereto is pending approval of the Commissioner of Land Administration.

3. In view of the above submissions of learned Government Advocate, the Commissioner of Land Administration is suo motu impleaded as the sixth respondent in this Writ Petition. The order shall be issued after carrying out the amendment in this Writ Petition.

4. By an earlier order of this Court dated 24.08.2016, it was recorded that patta should be issued to the petitioner within a maximum period of two (2) months. Until date, for various reasons, this has not happened. In these circumstances, this Writ Petition is disposed of by directing the Commissioner of Land Administration and the District Collector to take all necessary measures to comply with the earlier order 3/6
