Pleader (for R2) COMMON ORDER These writ petitions have been filed seeking issuance of a Writ of Certiorarified Mandamus to call for the records relating to the cancellation orders dated 30.10.2025 issued by the second respondent in Tender ID 2025_RDTN_606645_1 and Tender ID 2025_RDTN_606616_1 pursuant to Tender Notice Ref. No. A2/2660/2025 dated 12.09.2025 and consequently to quash the same, and further to direct the second respondent to allot the tender in favour of the petitioner.

2. Heard the learned counsel for the petitioner, the learned Special Government Pleader appearing for the first respondent and the learned Additional Government Pleader appearing for the second respondent. Perused the materials available on record.

3. The learned counsel for the petitioner submitted that the impugned orders are one-line orders without assigning any reasons and therefore they are non-speaking orders and liable to be set aside.

The contention of the respondents is that the tender process is governed by the Tamil Nadu Transparency in Tenders Act and Rules, and that the authorities are empowered to cancel a tender in the public interest or for administrative reasons. It is further submitted that the cancellation was made bona fide and in accordance with the tender conditions, and therefore, no interference is warranted by this Court.

5. On a perusal of the impugned orders, it is seen that they are nonspeaking and do not disclose any reasons. Accordingly, the impugned orders are set aside. The writ petitions are allowed and the matters are remitted back to the second respondent. The second respondent is directed to pass fresh orders after issuing notice to the petitioner as well as to any interested parties, within a period of three weeks from the date of receipt of a copy of this order. No costs. Consequently, the connected miscellaneous petitions are closed.
