H2-GO.To call for the entire records connected with the detention order of the Respondent No.2 in No.43/BBCDEFGISSSV/2025 dated 17.09.2025 and quash the same and direct the respondents to produce the body or person of the detenu by name Palanivel Rajan @ PTR Vinoth, S/o.Nagendiran, aged about 35 years, now detained as Goonda at Central Prison, Madurai, before this Court and set him at liberty forthwith.

ORDER

(Order of the Court was made by the Hon'ble N.Anand Venkatesh J.) Pursuant to the earlier order passed on 10.03.2026, the learned State Public Prosecutor filed the status report of the Principal Secretary to Government, Home, Prohibition and Excise (XIV) Department.

2. Paragraphs 11 and 12 of the status report set out the particulars relating to the number of petitions filed for cancellation of bail and their pendency. Paragraphs 13 to 16 deal with the introduction of the standard operating procedure to effectively address repeat offenders. For proper appreciation, paragraphs 11 to 16 are extracted hereunder:

3. On a careful consideration of the status report, it is seen that, in the year 2025, although 1654 petitions for cancellation of bail were filed, as many as 546 petitions remain pending. Similarly, in the year 2026, 297 petitions for cancellation of bail have been filed, out of which 153 petitions are pending.

4. This Court is inclined to obtain further particulars regarding the pendency of such petitions before the various Courts. Hence, there shall be a direction to the first respondent to furnish a detailed break-up of the pendency of cancellation of bail petitions, so as to enable this Court to issue appropriate directions.

5. Post this case on 28.04.2026.
