: Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India for the issue of a Writ of Mandamus directing the respondent No.2 to levy the property tax to the house of the petitioner in Survey No.325/1, Devipattinam Village, Ramanathapuram Taluk, Ramanathapuram District, in the light of the Tamil Nadu Village Panchayat [Assessment and Collection of Tax] Rules, 1999, as per the application dated 05.03.2013.

This Writ Petition is filed seeking for a direction to the authorities to levy property tax to the house of the petitioner.

2. When this Writ Petition was taken up for hearing, on 05.04.2013, it was submitted by the learned Additional Government Pleader appearing for the respondents that only on account of the civil suit initiated by one Mohammed Kasim and P.K.Rajeswari, the property was not assessed to tax. Therefore, this Court directed the petitioner to implead those persons as party respondents in this Writ Petition. The petitioner has not taken steps so far to implead those persons. Even when the Writ Petition was taken up for hearing on 07.04.2015 and 04.08.2015, the petitioner has not taken steps to implead those persons and only sought time. Today also, when the Writ Petition is taken up for hearing, the https://hcservices.ecourts.gov.in/hcservices/

learned counsel appearing for the petitioner seeks time. I find that no purpose would be served by granting time to the petitioner, as he has miserably failed to take steps to implead the necessary parties. Accordingly, this Writ Petition is dismissed for non-joinder of necessary parties. No costs.
