ORDER

This writ petition challenges the impugned order dated 30.10.2025 passed in Na.Ka.No.840/2024/A2 by the fourth respondent.

2. The petitioner states that he is engaged in a waste paper and iron business at his godown in Thanjavur. At the instance of a person residing near the godown, the fourth respondent/Block Development Officer issued the impugned order directing the removal of the petitioner's trade activities.

3. Upon perusal, it is evident that the Block Development Officer has passed the impugned order. However, under Rule 9(2) of the Tamil Nadu Panchayats (Procedure for Granting Permission for Establishment of Factories/Industries and Installation of Machineries) Rules, 2024, the competent authority to pass such orders is the Inspector of Panchayats. Therefore, the fourth respondent lacks the jurisdiction to issue the impugned order.

4. In view of the above legal position, the impugned order is without jurisdiction and is hereby set aside. The writ petition is allowed. No costs.
