Respondents COMMON PRAYER: Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus to direct the fourth respondent to sponsor the name of the petitioners for interview for paramedical posts and further to direct the second and third respondents to consider the petitioners' name for appointment on regular basis as Hospital Servant / Paramedical Staff, since the petitioners are having 8 years previous experience.

2.Mere registration of names in the Employment Exchange would not confer any right on the candidate to seek sponsorship or appointment. The facility of Employment Exchange is provided by the State Government to provide equal opportunity in public employment to the citizen at large. The candidates who all are registered their names in the Employment Exchange, cannot seek appointment on the ground that they are waiting for long years. Registration of names in the Employment Exchange is a facility provided. Such a facility would not confer any right on the candidate to seek appointment. The writ petitioners can question the appointment if at all the authority competent had violated the Rule of seniority or the other procedures contemplated.
3.In the event of not substantiating any such acceptable legal grounds, the relief as such sought for cannot be granted. However, the names of the writ petitioners can be considered for appointment, in accordance with their seniority and as per the Rules in force. 4.Accordingly, these writ petitions are dismissed.
