Heard both sides.

2. The impugned communication is questioned only on the ground of jurisdiction. The impugned order would have been issued only by the Joint Commissioner, HR&CE Department, Dindigul. The second respondent had no authority to do so. Even while quashing the impugned order, I grant liberty to the first respondent to issue a similar order.

3. With the aforesaid clarification and liberty, this writ petition stands allowed. No costs. Consequently, connected miscellaneous petition is closed.
