PRAYER:- Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to retrain from proceeding with the construction of the new library in Ward No.11, Gujiliamparai Palayam Panchayat, Dindigul District and instead utilize the sanctioned funds for repairing, modernizing and furnishing the existing library in Ward No.8, or for providing essential basic amenties such as roads, electricity, drinking water, and drainage facilities to the residents of Gujiliamparai Palayam Panchayat, Dindigul District, by considering the petitioner's representation dated 04.09.2025 and for other reliefs as fixed by this Court.

ORDER
(Order of the Court was made by N.SATHISH KUMAR, J.) This writ petition styled as Public Interest Litigation has been filed restraining the respondents from proceeding with the construction of the new library in Ward No.11, Gujiliamparai Palaam Panchayat, 2/6
2.According to the writ petitioner, in the year 1993, an extent of 2.5 cents have been donated by one Indirani to the Government for the construction of a permanent building for Library. The library building measuring about 1000 sq.ft. has been constructed and is in existence on the said land. It is the grievance of the petitioner that the respondents are now proposing to construct another library in the same locality, which according to the petitioner is unnecessary.
3.We have heard the learned counsel for the petitioner and perused the materials placed on record.
4.Upon consideration, this Court is of the view that merely because a library is already in existence in a particular locality, it cannot be contended that establishment of another library in the very same locality is impermissible. The decision to establish a new library in the village is a matter of Government policy intended to promote education and public awareness. Such policy decisions cannot be interfered, unless they are shown to be arbitrary or in violation of any statutory or constitutional provisions.

5.Accordingly, we find no merits in this writ petition and the Writ Petition is dismissed. There shall be no order as to costs.
