Prayer: Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus to direct the respondents to permit the petitioner to discharge her duty as accountant of Kanarpatti Panchayat Level Federation and removed the lock and seal at the E-seva building and Kanarpatti Panchayat Level Federation building at Kanarpatti Village, Manur Taluk, Tirunelveli District, by considering the petitioner's representation dated 11.11.2025 within the time stipulated by this Court.

This writ petition has been filed seeking Mandamus directing the respondents to permit the petitioner to discharge her duty as accountant of Kanarpatti Panchayat Level Federation and removed the lock and seal at the Eseva building and Kanarpatti Panchayat Level Federation building at Kanarpatti Village, Manur Taluk, Tirunelveli District, by considering the petitioner's representation dated 11.11.2025 within the time stipulated by this Court.

Heard the arguments of the learned counsel appearing for the petitioner and Mrs.D.Farjana Ghoushia, learned Special Government Pleader, who takes notice on behalf of the respondents 1 and 2 and Mr.K.Balasubramani, learned Special Government Pleader, who takes notice on behalf of the respondents 3 and

It is the case of the petitioner that she is an Accountant of a Self Help Group with effect from 11.07.2014 and the said federation was accepted by the Kannarpatti Panchayat on the very same day itself. The federation was also registered under the Tamil Nadu Registration of Societies Act. 1975 (TN Act 27 of 1975) in the name and style of 'Kannarpatti Panchayat Level Federation'.

The petitioner would submit that the duty entrusted to her was to maintain the records of salary, expenditure under morning food scheme, preparation of the report and send the same to the third respondent, so as to prepare the statistic report with reference to the village people blow the poverty line, follow the Thayumanavar Scheme and all other Government schemes.

5. It is her further case that by resolution dated 12.09.2014, her appointment had been approved by the said Federation and she has since been discharging her duties as an Accountant in an unblemished manner.

While so, the fourth respondent, who is the Panchayat President and her husband instigated the respondents 5 and 6, who are the President and Treasurer respectively of the said Federation, to create problems with the petitioner. In these circumstances, on 10.10.2025 at around 08.30 pm , the petitioner was attacked by the fifth respondent and another member. In this regard, the petitioner lodged a complaint on 13.10.2025. On 11.10.2025, when the had gone to her office to discharge her duties, she realised that some of the records and account books were misplaced, which had been communicated by the petitioner to the third respondent via petition dated 13.10.2025. Thereafter, she has been attending work until 22.10.2025.

7. The petitioner would submit that all the records are available at the Eseva building portion at Kannarapatti Panchyat Level Federation. While so, all of sudden, on 22.10.2025, the respondents 5 and 6 locked the said building, without any intimation and thereby, not permitted the petitioner to enter into the building

and discharge her duties. The petitioner sent a detailed representation to the respondents 1 to 3 on 11.11.2025 to take necessary action. However, there was no response therefore, this writ petition.

The relief claimed in the writ petition would clearly indicate that the petitioner seeks redressal of an alleged denial of service condition before this Court and that too without any written order evidencing the allegations made except for the representation submitted and forwarded by the petitioner. The petitioner claims to be an Accountant of the Federation attached to the fourth respondent Panchayat. Though she submits that she was appointed as an Accountant on 11.07.2014, there is no document evidencing the same. In fact, a letter dated 11.07.2014 has been addressed by the petitioner to the Secretary/ Treasurer of the Panchayat Level Federation, Kannarpatti, offering her services as Accountant and the alleged resolution is also pressed into service to show that she is being appointed as an Accountant.

The petitioner also seeks a direction to reopen the e-seva centre. In the event the e-seva centre has been closed, it is for the federation to make the necessary application and not the Accountant. It is the Office bearers of the group who competent to submit such a request.

question of this Court issuing a direction to the respondent to consider the petitioner's representation for her reinstatement as an Accountant or for reopening the e-seva centre, particularly in the absence of any order terminating her services or any material evidencing the closure of the e-seva centre. Accordingly, this Writ Petition is dismissed. No costs. Consequently, connected Miscellaneous Petition is closed.
