2. Mr.R.Rangaramanujam, learned counsel, accepts notice for the respondent and has no serious objection in allowing this petition.

Being satisfied with the reasons assigned in the application and considering the nature of issue involved in this case and also considering the fact that the respondent has not raised serious objection, this Court is inclined to allow this petition. Hence, the delay is condoned and this petition is ordered.
