This writ petition has been filed to direct the respondents 1 and 2 to issue Service cum No Objection Certificate to the petitioner to pursue her Ph.D course in the third respondent University.

Today, when the matter is taken up for hearing, the learned Additional Government Pleader placed on record the note that he had received from the office of the Director of Medical Eduction and Research, namely, the first respondent herein. It is noted in para No.5 that the Dean, Tirunelveli Medical College, Tirunelveli Vide Ref. No.8282/E2(2)/2025 dated 26.11.2025 has informed that the first respondent has not provided the details called for in the Serial No.3 DME & R.
3. A perusal of the letter would indicate that it relates to the recommendation letter from the head of the institution, who is non other than the dean of the institution, who is arrayed as the second respondent herein. 2/5
4. It is not known as to why the second respondent had not given a recommendation, since the proposal has been forwarded by the second respondent to the first respondent.
5. The first respondent is directed to process the request of the petitioner for granting of NOC, without insisting upon the recommendations of the head of the institution and issue NOC by 03.12.2025.
6. This Court also requests the third respondent not to reject the application of the petitioner till the production of NOC by the petitioner.
7. With the above directions, this Writ Petition is disposed of. No Costs. Consequently, connected miscellaneous petition is closed. 28.11.2025 TTA 3/5
