ORDER
(Order of the Court was made by DR.ANITA SUMANTH, J.) Prayer of the petitioner is for a mandamus, seeking a vast slew of directions, essentially to increase the number of police stations and personnel to control the undesirable elements in Tamil Nadu.
In the interests of completion, the prayer is extracted below:- 'Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to population growth, the number of police stations and police personnel needs to be increased in line with the population in Tamil Nadu Then only drunken rowdies, heinous criminals, juvenile delinquents, without fear of the law, without fear of the police, criminals who freely commit murder, robbery and other crimes, with the background of caste-based political parties, hired killers, break doors and loot houses and shops when women are alone, snatch chains from women walking alone, sexually harass girls, sexually harass even the elderly, rob using deadly weapons, daily kidnapping, extortion, murder for profit, contract killings, brutal murders, murders in the name of caste; theft and some other illegal activities will become Zero level by considering the petitioner's representation dated 06.

Mr.P.Thilakkumar, learned Government Pleader, who accepts notice for R2 would object to the very institution of the writ petition, stating that no scientific data has been presented to support the prayer. That apart, the same prayer was sought in WP(MD)No.17114 of 2015 and that writ petition came to be ordered on 22.09.2015.
3. We have heard both Mr.K.K.Ramesh, who appears in person as well as Mr.P.Thilakkumar, learned Government Pleader for R2 and Mr.M.Karunanithi, learned Government Advocate for R3. No notice has been issued to R1. Incidentally, R1 was arrayed as a party in WP(MD)No.17114 of 2025 as well.

That writ petition was filed in public interest seeking a mandamus directing R2 and R3 therein ie., the Chief and the Home Secretaries of the State of Tamil Nadu, to appoint a committee headed by a Retired High Court Judge to report on various crimes in the State of Tamil Nadu and on the basis of the report to be given by the State, for this Court to issue directions to stop such crimes. That writ petition came to be disposed on 22.09.2015, more than a decade ago, in terms of 4/9
the following order:- 'The petitioner has filed this writ petition on the basis of the information collected under Right to Information Act with regard to the offences in the nature of theft, chain snatching, rape, robbery, murders, kidnapping, extortion murder for gain, contract killings and two wheeler theft etc., In this regard, he has given a representation to all the respondents.
2. We only expect the Home Secretary, Government of Tamil Nadu and the Director General of Police to take stock of the nature of the complaint which affects the public at large.
3. Murder has become a common feature. It is reported in the newspaper today that one history sheeter has been murdered by another history sheeter outside the District Court, Dindigul. It is not a sole incident. Such incidents happens quite often. When the accused are brought to the Court, even the persons involved in crime seem to be taken law into themselves to settle their scores and therefore, the law and order situation requires to be seriously introspected by the authorities.
4.M.P. (MD) No.1 of 2015 has been filed to establish a specially trained police team under the control of Superintendent of Police to take strong action against criminals who are indulging in theft, chain snatching, robberies, kidnapping, etc., It is for the Director General of Police to ensure that the Deputy Superintendent of Police in respect of each district takes necessary steps activities. to curb such unlawful and criminal activities.
5.M.P. (MD) No.2 of 2015 has been filed to increase the police stations and police strength by considering the population.

It is in the realm of the Government to increase police stations and police strength by keeping in mind the population and the need for safety and security of the public at large.
6.M.P. (MD) No.3 of 2015 has been filed to instruct all the Inspector General of Police, Commissioner of Police, Superintendent of Police to take strong action against the criminals and anti-social elements. It is their bounden duty to do so lawfully and therefore, no direction is required in this regard.
7. The relief sought for in M.P (MD) Nos. 4, 5 and 6 of 2015 is superfluous since it is covered by M.P (MD) Nos.2, 3 and 1 of 2015.
8. We only expect the Government to be more responsive and take note of the large number of crimes that are reported and unearth unreported crimes. The State Crime Records Bureau would have all the relevant date. But we leave it open to the wise decision of the Government to deal with the matter with sincerity and earnestness in public interest.
9. The writ petition is disposed of accordingly. No costs. Consequently, M.P(MD)Nos1 to 6 of 2015 are closed.'
5. We find that the relief sought for in this writ petition is more or less analogous to the relief sought in the earlier writ petition though couched in slightly different language. Seeing as the prayer of the petitioner was accepted by the High Court in that writ petition, we do not deem it necessary to consider the same prayer again. We hence close this 6/9
writ petition, granting liberty to the petitioner to take action to follow the matter up with the authorities in terms of order passed in WP(MD)No. 17114 of 2025, dated 22.09.2015.
6. This writ petition is closed with the above liberty. No costs. Connected miscellaneous petition is closed.
