ORDER
This writ petition is filed challenging the online rejection of petitioner application by respondent dated 21.11.2025 for Notification No. 04/2025 and seeking consequential direction to the respondent to permit the petitioner to participate in main written examination which will be held from 01.12.2025 to 04.12.2025 for the notification 04/2025 dated 01.04.2025 for the posts included in combined Civil Services Examination - I (Group - 1 Services) - 2025.
2. I have considered the submissions made on either side and carefully perused the materials available on record.
3. Admittedly, the petitioner did not upload the documents which is in violation of the instructions given by the TamilNadu Public Service Commission. Insofar as the petitioner's right to claim of participation in the main written examination that is scheduled to be held on 01.12.2025, the Hon'ble Apex Court in the judgement in the case of State of Tamil Nadu 2/4
and others vs. G. Hemalathaa and another reported in 2020 (19) SCC 430 has held that the instructions given by the Public Service Commission are mandatory and have the force of law and they have to be strictly complied with and that the High Court in exercise of its power under Article 226 cannot relax or modify the instructions issued by the Commission. The Hon'ble Division Bench of this Court has also held that the instructions of the Public Service Commission have to be followed strictly by the candidates and any violation in respect of the instructions issued by the TamilNadu Public Service Commission cannot be dealt with lightly by the Court.
4. In view of the same, this Court does not find any merit in the writ petition, therefore, this writ petition stands dismissed. No costs. Consequently, connected miscellaneous petitions are closed. 25.11.2025 Index : Yes/No Speaking/Non-Speaking order gvn Note :
