Certificate and permission to run a Ayurvedhic SPA (Araba Ayurvedhie Physiotherapy clinic) at Door No.66A/9, 2nd floor, Aryas hotel opposite, Babuji Nagar, Tirunelveli Junction, Tirunelveli District by considering Petitioner's Representation dated 13.11.2025 in accordance with law within time stipulated by this Court.

ORDER
This Writ Petition has been filed to direct the respondents 1 and 2 to grant license and to direct the third respondent issue No Objection Certificate and permission to run a Ayurvedhic SPA (Araba Ayurvedhie Physiotherapy clinic) at Door No.66A/9, 2nd floor, Aryas hotel opposite, Babuji Nagar, Tirunelveli Junction, Tirunelveli District by considering the petitioner's representation dated 13.11.2025 in accordance with law.
2. The learned counsel appearing for the petitioner would submit that the petitioner made an application to the respondents on 13.11.2025 for the 2/5
purpose of setting up Ayurvedhic SPA. However, the same is yet to be considered. Hence, the Writ Petition.

The learned Special Government Pleader appearing for the respondents 1 and 2 would submit that in terms of Section 198 of the Tamil Nadu Urban Local Bodies Act, 1988, the Tamil Nadu Urban Local Bodies Rules, 2023, was enacted, and first proviso to Rule 299 (6), of the Tamil Nadu Urban Local Bodies Rules, 2023, mandates obtaining of No Objection Certificate from the Superintendent of Police or Commissioner of Police having jurisdiction over the area by the Commissioner before granting any license. He therefore, prayed for appropriate orders.
4. Upon hearing either sides, this Court directs the third respondent to consider the representation of the petitioner and issue No Objection Certificate, in accordance with law, within a period of one week from the date of receipt of a copy of this order. On issuance of No Objection Certificate, the first respondent is directed to issue appropriate licence to the petitioner's SPA, in accordance with law, within a period of two weeks thereafter.
