ORDER
This Writ Petition has been filed to direct the respondents herein to grant necessary permission and provide adequate police protection for conducting the Temple Festival, namely Arulmigu Sri Kaliyamman Thirukovil, situated at Aalampatti Village, Tirumangalam Taluk, Madurai District and its related functions which is going to be held on 12.12.2025 and 13.12.2025 by considering the petitioner's representation dated 18.11.2025.

It is the case of the petitioner that a festival for the temple, namely Arulmigu Sri Kaliyamman Thirukovil, situated at Aalampatti Village, Tirumangalam Taluk, Madurai District, is scheduled to be held on 12.12.2025 and 13.12.2025. Pursuant to the same, the petitioner submitted a representation dated 18.11.2025 seeking permission from the respondents. However, instead of considering the said representation, the second and third respondents 2/5
directed the petitioner to obtain permission from this Court. Hence, the present writ petition.
3. Mr.A.S.Abul Kalaam Azad, learned Government Advocate (Criminal Side), submitted that the representation of the petitioner received by the respondents is pending for consideration.
4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Criminal Side) appearing for the respondents.

It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai had issued a circular memorandum in Rc. 007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondents are hereby directed to consider the representation of the petitioner, dated 18.11.2025 and pass suitable orders based on the above said circular on or before 10.12.2025.
