Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned Tender Notice No. 53/2025-26/HDO dated 12.11.2025 issued by the 1st respondent and quash the same as illegal and arbitrary in so far as Condition No.6 and 7 are concerted and consequently direct the 1st respondent to accept the petitioners bid without insisting upon the Work Site Inspection Certificate and the Working Condition of Plant and Machinery Certificate for the bid in Tender Notice No.53/2025-26/HDO dated 12.11.2025 and pass such further or other orders as this Honble Court may deem fit and proper in the circumstances of the case, and thus render justice. The above writ petition has been filed for the following relief:- "Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned Tender Notice No.53/2025-26/HDO dated 12.11.2025 issued by the 1st respondent and quash the same as illegal and arbitrary in so far as Condition No.6 and 7 are concerted and consequently direct the 1st respondent to accept the petitioners bid without insisting upon the Work Site Inspection Certificate and the Working Condition of Plant and Machinery Certificate for the bid in Tender Notice No.53/2025-26/HDO dated 12.11.2025 and pass such further or other orders as this Honble Court may deem fit and proper in the circumstances of the case, and thus render justice."

2. Mr.A.Kannan, learned Additional Government Pleader takes notice on behalf of the respondents.
3. By consent of both the parties, the writ petition is taken up for final disposal at the admission stage itself.
4. When the matter is taken up for hearing today, the learned Additional Government Pleader appearing for the respondents on instructions would submit that the work site inspection certificate has been sent to the petitioner by post today morning.
5. Therefore, the respondents are directed to issue a copy of the work site inspection certificate to the petitioner in person by the end of this day. Since the orders are being passed in the presence of the officials concerned, they shall not await the signed orders of this Court.
6. With the above directions, the writ petition stands disposed of. No costs.
