This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the first to third respondents to cancel the erroneous Town Survey Land Register (TSLR) issued in respect of the land situated Page No. 2 of 7
in Ward No.6, Block No.25, Puliyanthoppu, Thanjavur, rectify the error and re-issue the TSLR in the name of the petitioner for the land comprised in Old Survey No.1324/5 and New Survey No.1324/4, based on the petitioner's representation dated 21.11.2025, within such time as may be stipulated by this Court.
2. According to the petitioner, the subject property belongs to him and was allotted to him under a Family Arrangement Deed dated 18.01.2007. The petitioner later came to know that a chain of fraudulent and forged transactions had taken place in respect of a different property by misrepresenting the survey numbers and creating an overlap on the petitioner's property.
3. The cumulative effect of these defective and fraudulent documents resulted in the fourth respondent updating the Town Survey Land Register on 07.03.2025 in favour of the seventh to ninth respondents in respect of lands which legally belong to the petitioner, thereby clouding his title. Therefore, the petitioner sent representations dated 16.05.2025 and 21.11.2025 to the first to fourth respondents seeking cancellation of the erroneous TSLR and reversal of the fraudulent entries. Since no action Page No. 3 of 7
was taken by the official respondents, the petitioner was constrained to file the present Writ Petition.
4. Meanwhile, the seventh to ninth respondents have filed W.P. (MD) No.31835 of 2025 seeking survey and demarcation of the subject property, on the ground that the petitioner has been creating disturbance. They have also made an application dated 19.06.2025. Both the Writ Petitions are connected.
5. This Court is of the view that once a representation or application has been made, it is the bounden duty of the official respondents to dispose of the same. Therefore, this Court directs the third respondent, Tahsildar, to consider and dispose of the petitioner's representation dated 21.11.2025 on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order. Before passing any order, the third respondent shall provide a reasonable opportunity of hearing to the petitioner as well as to the private respondents and any other interested parties who may be affected by the decision.

6. It is needless to state that if necessary, all issues with regard to the rectification of errors and the survey and demarcation of the property shall be clubbed together for a proper decision. While disposing of the application and representations, the civil suits and the judgments therein shall be taken into consideration. All the points raised by the petitioner shall form part of the record.
7. With the above observations, this Writ Petition stands disposed of. No costs.
