ORDER

This writ petition has been filed seeking the issuance of a Writ of Certiorarified Mandamus to quash the impugned order of the first respondent dated 24.10.2025, and consequentially, to direct the second respondent not to cancel the patta standing in the name of the petitioner for the lands in S.No.31/9, 31/10, 39/4, 23/9, 23/10, and 23/11A, Sakkudi Village, Madurai East Taluk,

2. By consent, the Writ Petition is taken up for final disposal at the admission stage itself.

3. The learned counsel for the petitioner submits that the petitioner had made an application for changing the classification of the land from Natham to

Punja. The said change was sought in S.Nos.31/9 and 31/10. After submission of the representation, the impugned order came to be passed. In the impugned order, apart from the survey numbers mentioned in the representation (S.Nos.31/9 and 31/10), four other survey numbers, namely, S.Nos.39/4, 23/10, 23/11A, and 23/9, were also included. All the survey numbers are situated within Madurai East Taluk, Sakkudi Revenue Village.

4. The grievance of the petitioner is that the classification of all the family properties was changed without affording an opportunity of being heard to the other persons interested in the properties.

5. As seen from the impugned order, it is not clear why the classification of all the aforesaid survey numbers was changed and whether notices were issued to all persons having an interest in the properties.

6. In view of the above, the impugned order is set aside, and the matter is remanded back to the first respondent/Revenue Divisional Officer. The first respondent shall conduct an enquiry, provide a reasonable opportunity of being

heard to the petitioner and the fourth respondent, and pass appropriate orders on merits and in accordance with law within twelve weeks from the date of receipt of a copy of this order.
