ORDER
The writ petition has been filed seeking to quash the clause 3(1) of the Technical Bid (Pre qualification) conditions in tender notification dated 26.11.2025.
2. A perusal of the impugned clause in the Tender mandates that the bidders should have total turn over of 150% in any one of the last three financial years. This clause is put to challenge by the writ petitioner on the ground it is unreasonable.

The learned Additional Advocate General assisted by the learned Government Advocate appearing for the respondents brought to the notice of the Court that the total value of the Tender is Rs.64,89,000/- and the Tender is to supply cooked food to Srilankan Tamil Refugees staying at Mandapam Camp. The Tender is issued every six months and even in the last tender that was floated in May 2025, a similar clause was found. Therefore, it has not been introduced for the first time. 2/4
4. Heard the learned counsel on either side and perused the materials available on records.
5. It is seen from the records that the total value of the tender is Rs.64,89,000/- and it is for a period of six months. In such circumstances, the imposition of condition that the bidder should have a total turn over of 150% in any one of the last three financial years cannot be considered to be unreasonable, especially in view of the fact that such a clause has been found in the last notification issued in May 2025 also.
6. Therefore, there is no merits in the present writ petition. Accordingly, the writ petition stands dismissed. No costs. Consequently, connected miscellaneous petitions are closed. 09.12.2025 NCC :yes/No Index :yes/No Internet:yes/No rgm 3/4
