This Review Application has been filed against the order dated 06.11.2025, passed in W.P.(MD).No.31579 of 2025. Page No: 2/8
2.Heard Mr.Ankit, learned counsel for Mr.Senthil Kumar. V, learned counsel appearing for the petitioners.

The Review Petition had been filed pointing out that this Court while dismissing the Writ Petition had not considered the primordial contentions of the petitiones namely:- a) That the order made in W.A.(MD).Nos.507 of 2025 and 498 to 506 of 2025 and order made in W.P. (MD).No.8127 of 2024 and W.P.(MD)No.13486 to 13494 of 2023 dated 15.04.2024 had not been considered. b) UGC regulations with regard to the manner in which the selection of Assistant Professors to be made had not been followed in the notification.
c) It also violated Article 14 & 16 of the Constitution of India.
4. The Writ Petition had been filed challenging the notification issued by the Teachers Recruitment Board notifying applications to the selection for the post of Assistant Professors in Government Arts and Science Colleges and Government Colleges in the Education Page No: 3/8
Department and to consequently direct to complete the certificate verification process pursuant to an earlier notification of the year 2019. It is to be noted that the 2019 notification came to be cancelled by Government order in G.O.(Ms).No.248 which came to be challenged in W.P.(MD).No.8127 of 2024. A learned Judge of this Court noting that the Principle Bench of this Court had earlier partially quashed the said Government order in respect of 1,146 vacancies which were ear marked for regular absorption for eligible Guest Lecturers had quashed the Government order in G.O(Ms).No.247 with a direction to consider awarding of weightage marks to both categories of teachers from Government and Private Colleges by considering their experience and thereafter pass orders accordingly and to further issue addendum to the notification dated 14.03.2025.
5. Further, it is to be noted that the learned Single Judge of the Principal Bench of this Court had also not set aside the entire Government order which cancelled earlier recruitment notification of the year 2019, but had only carved out 1,146 posts for absorption of Page No: 4/8
eligible Guest Lecturers which had the benefit of earlier Government order in G.O(Ms).No.56 dated 21.03.2020 noting that this Court had categorically given a finding that the earlier cancellation of the recruitment process of the year 2019 had remained intact.

According to the petitioner, the UGC norms do not provide for any written examination and that placing such a rigor of the candidates would be violating Article 14 & 16 of the Constitution of India as the selection process envisaged by the Teachers Recruitment Board would differ from other recruitment process. It is to be noted that even assuming that the written examination are beyond the procedure that had been prescribed by the UGC, it is to be noted that such procedure is in addition to the norms prescribed by the statutory body and the same does not in any manner bring down the norms prescribed by the statutory body. The Hon'ble Apex Court in the judgment in the case of State of Tamil Nadu and another Vs S.V. Bradeep (Minor) and others reported in AIR 2004 SCC 1861, had held that the State Government is entitled to prescribe higher norms than the norms that Page No: 5/8
had been prescribed by statutory body.

In such view of the matter, the other contentions raised by the learned counsel for the petitioners with regard to the violation of UGC norms under Article 14 & 16 of the Constitution of India does not require any consideration. Further this Court do not find any material error on the face of the record to exercise its powers of Review. Accordingly, the Review Petition is dismissed. However, there shall be no order as to costs. Consequently, connected miscellaneous petitions are also closed.
