ORDER

This writ petition is filed for Writ of Certiorarified Mandamus to quash the impugned report of 5th respondent dated 06.12.2025 and consequently directing the respondents 1 to 7 and respondents 9 and 10 herein to conduct temple festival scheduled on 09.12.2025 for carrying Arulmighu Marutha Kaliyamman Thirukovil, Kullapuram, Periyakulam Taluk, Theni District, on Keela Street, 8th Ward through 9th Ward public village panchayat road following women worshippers taking Ma Vilakku and Mulaipari, with sufficient and adequate police protection.

2. The specific case of the petitioner is that he intends to conduct the 'Ma Vilakku' and 'Mulaipari' festival through a route which is communally sensitive. Therefore, the respondent police considered the request and rejected the permission sought by the petitioner. It is submitted that an alternative route is available, which is shown in green in the sketch. However, the objection raised by the other group is that, at present, there is no festival being conducted in the temple. Therefore, the claim of the petitioners to conduct any festival does not arise. 3/6

3. Considering all these aspects, this Court is not inclined to entertain this petition.

4. Accordingly, this writ petition stands dismissed. However, the petitioner is directed to approach the HR & CE Department, who is the competent authority, as the present temple comes within its purview, to establish their customary rights. No costs. Consequently, connected miscellaneous petitions are closed.
