O R D E R

This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the second respondent to consider the petitioner's representation dated 24.11.2025 and to issue patta in the petitioner's name in respect of the property comprised in Survey No.448/1C2A, measuring an extent of 24 cents, situated at Pilayarnatham Village, Aathur Taluk,

2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself.

The learned counsel appearing for the petitioner submits that the land in Survey No.448/1C2A, measuring an extent of 24 cents, originally belonged to the petitioner's husband, who executed a settlement deed dated 21.01.2025 in favour of the petitioner; that by virtue of the said settlement deed, the petitioner filed an online application for patta, which was dismissed on 04.10.2025 without any proper reasons; that thereafter, Page No. 2 of 5

the petitioner filed an application on 15.09.2025 for survey of the land, which is still pending; that subsequent to the same, the petitioner filed another application on 15.10.2025 for patta, for which the respondents have not taken any steps; that the petitioner finally submitted a representation dated 24.11.2025 to all the respondents, out of whom the third respondent, Village Administrative Officer, refused to receive the same, stating that he was engaged in election-related work; and that since the other respondents have not responded to the said representation, the present writ petition has been filed.

4. The learned Government Advocate appearing for the respondents submits that the petitioner's representation will be considered on its own merits and in accordance with law.

Recording the above submission, and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the second respondent to consider the petitioner's representation dated 24.11.2025 on its merits and in accordance with law and pass appropriate orders within a period of eight weeks from the date of receipt of a copy of this order. The representation shall be considered Page No. 3 of 5

and disposed of after conducting an enquiry. The second respondent is also directed to provide a reasonable opportunity during such enquiry to the petitioner and to any other interested parties who may be affected by the decision. In the event of any rival claims, the same can be agitated before the competent civil court. There shall be no order as to costs.
