India, praying for the issuance of Writ of Certiorarified Mandamus, to call for the records relating to the impugned proceedings Ref.No.64759 / E1/2/2025 dated 26.11.2025 insofar as placing the respondents 4 and 5 herein at Rank No.1 and 2 respectively in the Annexure-I of the said impugned proceedings and quash the same and further direct the respondents 1 and 2 to revise the Annexure-I of the said proceedings by placing the petitioner at Rank No.1 and to promote and post the petitioner as Director & Professor, Institute of Pediatrics at Government Madurai Medical College, Madurai.

The petitioner is working as Professor, Pediatrics Department, in Madurai Medical College. Her next avenue of promotion is Dean or Director of Institute of Pediatrics. In this regard, a panel has been prepared pursuant to the directions of the Director of Medical Education, wherein, in the annexure, the petitioner's name has been 2/6
shown as No.3 whereas, her juniors names' have been placed as Nos.1 and 2. The petitioner's rank in Civil Medical List is 531, whereas, the fourth and fifth respondents' Civil Medical List ranks are 533 and 799 and they have entered as Professors in the year 2014 and 2015 respectively. However, they were shown ahead of the petitioner. Aggrieved by the same, the petitioner has filed the present writ petition. 2.The learned Special Government Pleader appearing for the official respondents, on instructions, submitted that the impugned proceedings is not the panel for the post of Director and Professor, Department of Pediatrics and it is only the particulars of the medical officers as called for by the Director of Medical Education. The panel is yet to be prepared and while preparing the panel, the petitioner would be provided with an opportunity for raising her objection, if any. Even now, the petitioner has submitted her objection and that it would also be considered at the time of preparing the panel. 3.Considering this submission of the learned Special Government 3/6
Pleader that the impugned order is not the panel and it is only the particulars which has been furnished to the Director of Medical Education and that the panel is yet to be prepared and that while preparing the panel, the respondents would also consider the objection of the petitioner, this Court directs the second respondent to consider the petitioner's objection while preparing the panel. Needless to say that the panel to be prepared must strictly be in accordance with law. Accordingly, this writ petition is closed. No costs.
