PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of MANDAMUS, directing the 2nd respondent to forthwith issue the Work Site Inspection Certificate and the Working Condition of Plant and Machinery Certificate to the petitioner, on or before 15.12.2025 at 17.45 hours, so as to enable the petitioner to participate in Serial No.3 of Tender Notice No. 14/2025-26/HDO/NH dated 01.12.2025, by considering the petitioner's application dated 06.12.2025 and reminder letter dated 08.12.2025. 1/4

ORDER

The present writ petition has been filed seeking a mandamus as against the second respondent to issue Work Site Inspection Certificate and the Working Condition of Plant and Machinery Certificate to the petitioner on or before 15.12.2025.

2. The learned Special Government Pleader appearing for the writ petitioner, on instructions, submits that in case, the petitioner makes a work site inspection, such a certificate would be issued. As far as the Working Condition of Plant and Machinery Certificate is concerned, it would depend upon the working condition of plant and machinery produced by the writ petitioner.

3. In view of the above said facts, the petitioner is directed to make a work site inspection tomorrow(13.12.2025) and produce the plant and machinery before the authority. On verification of the same, the authorities are directed to issue the certificates concerned tomorrow(13.12.2025) itself. 2/4

4. With the above said observations, this writ petition stands disposed of. No costs.
