This writ petition is filed under Article 226 of the Constitution of 1/5

India, to issue a Writ of Certiorarified Mandamus, calling for the records relating to the impugned order in C.No.72/TVM-CO/2025 dated 17.11.2025 passed by the 3rd respondent and quash the same as illegal and consequently, directing the respondents to provide adequate police protection to conduct the Double Bullock Cart Race scheduled to be held on 16.12.2025 early morning at Thevaram Village, Uthamapalayam Taluk, Theni District.

Mr.A.S.Abul Kalaam Azad, learned Government Advocate (Crl. Side) takes notice for the respondents.

2.Heard both sides.

3.This writ petition has been filed to quash the impugned order in C.No.72/TVM-CO/2025, dated 17.11.2025, passed by the 3rd respondent and seeking direction to the respondents to provide adequate police protection to conduct the Double Bullock Cart Race scheduled to be held on 16.12.2025 early morning at Thevaram Village, Uthamapalayam Taluk, Theni District. However, the said schedule date is over. Therefore, now the petitioner is seeking to conduct the same on 20.12.2025. 2/5

4.The learned Government Advocate (Crl. Side) appearing on the side of the prosecution would submit that the present place chosen by the petitioner is not conducive for conducting the Race. Therefore, the prosecution is suggesting Chinnamanur to Odaipatti Road, which is straight Road.

5.Therefore, the petitioner may conduct the Race in Chinnamanur to Odaipatti Road. The concerned jurisdiction police station is Chinnamanur Police Station, Theni District. The said jurisdiction police shall grant permission to conduct the Race on 20.12.2025 between 06.00 a.m. to 11.00 a.m. The petitioner is further directed to take no objection certificate from the Highways Department, Animal Welfare Department, Revenue Department and Health Department and submit the same before the Inspector of Police, Chinnamanur Police Station, for granting permission.
