ORDER

This Writ Petition has been filed seeking issuance of a Writ of Mandamus, directing the respondents to effect patta transfer in terms of the petitioner's Application No.2025/N123/21/009320 dated 08.08.2025, in respect of the properties comprised in Patta No.152 (Old Field No.191) and (New Field No. 191/12), situated at Thiruvonam Taluk, Pattukkottai Registration District, within the jurisdiction of Pappanadu Sub-Registrar Office, Thiruvonam Panchayat, Thanjavur District, within a stipulated time to be fixed by this Court.

2. By consent, the Writ Petition is taken up for final disposal at the admission stage itself.

According to the petitioner, he is the lawful owner of the properties comprised in Patta No.152, corresponding to Old Field No.191 and New Field No.191/12, situated at Thiruvonam Taluk, Pattukkottai Registration District, within the jurisdiction of Pappanadu Sub-Registrar Office, Thiruvonam Panchayat, Thanjavur District. The petitioner submitted an application for patta transfer bearing Application No.2025/N123/21/009320 dated 08.08.2025, along with all necessary documents, to the concerned respondents. Despite the same, no

action has been taken till date. The inaction on the part of the respondents is arbitrary and contrary to law. Hence, the petitioner has approached this Court seeking issuance of a Writ of Mandamus, directing the respondents to effect patta transfer within a time frame to be fixed by this Court.

4. The learned Additional Government Pleader appearing for the respondents submits that the petitioner's application will be considered on its merits and in accordance with law.

5. Recording the above submission, and without expressing any opinion on the merits of the matter, this writ petition is disposed of with a direction to the respondents to consider the petitioner's application dated 08.08.2025, on merits and in accordance with law and pass appropriate orders within a period of twelve weeks from the date of receipt of a copy of this order. The application shall be considered and disposed of after conducting an enquiry. The respondents are directed to provide reasonable opportunity during such enquiry to the petitioner and also to the other persons, who may be affected by such decision. There shall be no order as to costs.
