Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus to direct the first respondent to direct the respondents 2 and 3 to de-freeze the banks account maintained by the petitioner bearing A/c No.42016336420 and 842502173 respectively by considering his representation dated 30.10.2025. ORDER

This writ petition has been filed seeking Mandamus to direct the first respondent to direct the respondents 2 and 3 to de-freeze the banks account maintained by the petitioner bearing A/c No.42016336420 and 842502173 respectively by considering his representation dated 30.10.2025.

Heard the learned counsel appearing for the petitioner and Mr.A.S.Abul Kalaam Azad, learned Government Advocate (crl.side), who takes notice on behalf of the fourth respondent and Mr.C.Karthick, learned counsel, who takes notice on behalf of the third respondent. Since this Court is directing to mark a lien to the tune of Rs.2,00,000/-, notice to the respondents 1 and 2 is dispensed with.

3. By consent, this writ petition is taken up for final disposal at the admission stage itself.

It is stated by the learned counsel for the second respondent that the petitioner's account in A/c No. 42016336420 has been frozen by the State Bank of India, Centralized Cyber Cell, Patna, Branch Code No.64890, Bihar. In view of the above, that the third respondent has frozen the petitioner's account in A/c No. 842502173 and the State Bank of India, Centralized Cyber Cell, Patna, Branch Code No.64890, Bihar, has frozen the petitioner's account in A/c No. 42016336420 pursuant to the direction of the fourth respondent. However, the total amount payable by the petitioner, in respect of both accounts, is only Rs.2,00,000/-. Therefore, it would suffice to create a lien on disputed amount of Rs.2,00,000/- in respect of both accounts and de-freeze the accounts. Therefore, this Court directs the State Bank of India, Centralized Cyber Cell, Patna, Branch Code No.64890, Bihar and the third respondents to de-freeze the petition mentioned accounts, after marking a lien of Rs.2,00,000/-.

5. With the above direction, this Writ Petition is disposed of. No costs. 3/6
