PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of MANDAMUS, directing the 2nd respondent to forthwith issue the Work Site Inspection Certificate and the Working Condition of Plants and Machineries Certificate to the petitioner based on the application dated 08.12.2025, enabling the petitioner to submit the tender bid as per the Tender Notifications in Tender Notice No.21/2025-26/HDO/NH dated 03.12.2025 and 1/4
Tender Notice No.12/2025-26/HDO/NH dated 01.12.2025 issued by the 1st respondent.

ORDER
The present writ petition has been filed seeking a mandamus as against the second respondent to issue Work Site Inspection Certificate and the Working Condition of Plants and Machineries Certificate to the petitioner on or before 15.12.2025.
2. The learned Additional Government Pleader appearing for the writ petitioner, on instructions, submits that in case, the petitioner makes a work site inspection, such a certificate would be issued. As far as the Working Condition of Plants and Machineries Certificate is concerned, it would depend upon the working condition of plants and machineries produced by the writ petitioner.
3. In view of the above said facts, the petitioner is directed to make a work site inspection tomorrow(13.12.2025) and produce the plant and machineries before the authority. On verification of the same, the authorities are directed to issue the certificates concerned tomorrow(13.12.2025) itself. 2/4
4. With the above said observations, this writ petition stands disposed of. No costs.
