ORDER

This Writ Petition has been filed seeking issuance of a Writ of Mandamus, directing the third respondent to issue patta in respect of Survey No.3/3, to an extent of 7 Acres and 37.5 Cents, situated at Athankarai Village, Ramanathapuram Taluk, Ramanathapuram District, based on the petitioner's representation dated 29.07.2025.

2. By consent, the Writ Petition is taken up for final disposal at the admission stage itself.

3. According to the petitioner, he is the lawful owner and in peaceful possession of the land measuring 7 Acres and 37.5 Cents in Survey No.3/3, situated at Athankarai Village, Ramanathapuram Taluk and District. The petitioner has submitted a detailed representation dated 29.07.2025 to the third respondent seeking issuance of patta for the said property, along with all relevant records. Despite the representation being pending for a considerable period, the third respondent has failed to consider and dispose of the same, which is arbitrary

and contrary to settled principles of law. The inaction of the third respondent violates the petitioner's legal and constitutional rights, necessitating interference by this Court.

4. The learned Special Government Pleader for the respondents submits that the petitioner's representation will be considered on its merits and in accordance with law.

5. Recording the above submission, and without expressing any opinion on the merits of the matter, this writ petition is disposed of with a direction to the third respondent to consider the petitioner's representation dated 29.07.2025, on merits and in accordance with law and pass appropriate orders after providing reasonable opportunity of hearing to the petitioner, and also to the other persons, who may be affected by such decision, within a period of eight weeks from the date of receipt of a copy of this order.
