ORDER
This Writ Petition has been filed to direct the respondents to grant permission and protection to conduct "Kabadi Competition" to be held from 3/6
19.12.2025 to 20.12.2025 at Keelamelkudi Village, Manamadurai Taluk, Sivagangai District, based on the petitioner's representation dated 10.12.2025.
2. It is submitted by the prosecution that five murders have already occurred in and around the said area and therefore, there is an apprehension by the prosecution that there would be a law and order problem.
3. Per contra, the learned counsel for the petitioner submitted that the said murders occurred independently and have nothing to do with the Kabadi Competition.
4. Heard the learned counsel appearing on either side and perused the materials available on record.
5. In view of the above, this Court is of the considered opinion that the respondents shall permit the petitioner to conduct the "Kabadi Competition" on 19.12.2025 and 20.12.2025 only in the morning hours i.e. from 06.00 a.m. to 10.00 a.m. All other conditions as deemed fit may be imposed by the respondents. Further, the petitioner shall submit an undertaking affidavit before the respondents stating that, in the event of any unlawful incident, the petitioner shall be held responsible.

6. Accordingly, this Writ Petition is disposed of, directing the petitioner to deposit a sum of Rs.20,000/- (Rupees Twenty Thousand only) as a refundable deposit, to the credit of the petition in W.P.Crl.(MD)No.2593 of 2025, in the Indian Bank attached to this Bench.
