PRAYER :- Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus calling for the records relating to the impugned order issued by the third respondent in bray;Kiw eltof;if vz;.33/2025 dated 10.12.2025 and Quash the same as illegal and arbitrary and consequently direct the respondents to grant permission to the petitioner to conduct the protest in the peaceful manner on 23.12.2025 at "Desabandhu Maidhanam", Virudhunagar, by considering the petitioner's representation dated 12.12.2025 within a time frame to be fixed by this Court. ORDER
This writ petition is filed to quash the impugned order issued by the third respondent in bray;Kiw eltof;if vz;.33/2025 dated 10.12.2025 as illegal and arbitrary and consequently direct the respondents to grant permission to the petitioner to conduct the protest in the peaceful manner on 23.12.2025 at "Desabandhu Maidhanam", Virudhunagar, by considering the petitioner's representation dated 12.12.2025.

2. The learned counsel appearing for the petitioner relied upon a representation submitted by the petitioner. It is stated that one Abdulagis has committed sexual violence against several women. The modus operandi followed by the accused is to use the some narcotic medicine, if a woman refuses to oblige, he uses knife and assault the woman. Once such women assaulted was admitted in the hospital but proper treatment was not granted to her. Further, several other allegations were made against the said person.
3. The contention of the learned counsel appearing for the petitioner is that the place of occurrence was not secured by the respondent police. Victim compensation was not granted by the respondent and several other allegations were placed in the said representation. Therefore, the petitioner seeks to conduct a peaceful protest and also submitted that any place suggested by the respondent police is acceptable to them to conduct the protest.
4. The learned Government Advocate, on instructions, submitted that old bus stand in Viruthunagar would be an appropriate place to conduct the above said protest.

5. In view of the above, this court is of the considered opinion that the petitioner is entitled to grant permission to conduct peaceful protest, however with certain conditions:
(I) petitioner shall conduct for peaceful protest with 100 people alone;
(II) the petitioner shall not use any evocative slogan, especially religious slogan;
(III) the protest shall be held on 23.12.2025 between 10.00 a.m to 1.30 p.m.;
(iv) Since the victim compensation has not been paid, this court suo motu impleads the District collector, Virudhunagar District as a fourth respondent in this petition. The District Collector, Virudhunagar District, is directed to consider the victim compensation and disburse the same in accordance with law. (v) The Inspector of Police, Narikudi Police Station, Thiruchuzhi Taluk, Virudhunagar District, is suo motu impleaded in the present case as a fifth respondent in this case, he is the appropriate jurisdiction police station.
(vi) The inspector of police, Viruthunagar west police station shall make necessary arrangement for police protection. 4/6
