PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, the respondent No.1, to revise the Seniority List of Technical Grade-I, Who have applied for the post of Lab Supervisor for the panel year 2025-2026 by way of adopting the state wide seniority as enunciated in the government order in GO.Ms.No.147, Health and Family Welfare (C2) Department dated 18.03.2020 by considering the representation of the petitioner dated 13.12.2025 within the time period stipulated by this court.

The petitioner is working as a Laboratory Technician Grade-I in the respondent department. The Lab Supervisors are selected from the list of Lab Technician Grade-I and for this year the panel has been prepared. Therefore, the petitioner has filed this writ petition seeking a direction to the respondents to revise the seniority list based on the government order GO.Ms.No.147, Health and Family Welfare Department, dated 18.03.2020.
2.The case of the petitioner is that as per GO.Ms.No.147, dated 18.03.2020, state wide seniority has to be taken into account for promotion to the post of Lab Supervisor. However, the present panel dated 05.12.2025 has not prepared in accordance with G.O.Ms.No.147, dated 18.03.2020 and seniority list has not been prepared state wise. Therefore, the petitioner has raised objection 2/5
and has filed this writ petition that his objection has not been considered.
3.Mr.G.V.Vairam Santhosh, learned Additional Government Pleader, takes notice for the respondents and submits that the petitioner has made his objection only on 13.12.2025 and it would be considered in accordance with law.
4.Considering the submission of the learned Additional Government Pleader that the petitioner has made his objection only on 13.12.2025, which needs to be considered before finalisation of the panel. Therefore, this writ petition is disposed of with a direction to the respondents to consider the petitioner's objections on or before finalisation of the panel. No costs.
