ORDER
(Order of the Court was made by DR.G.JAYACHANDRAN, J.) The petitioner herein is before this Court seeking certiorarified mandamus to quash the order passed by the third respondent rejecting the request to issue a community certificate to the children of the petitioner mentioning that they are belonging to Kattunayakkan Schedule Tribe (ST) Community and for a consequential direction to the first respondent to issue the community certificate as sought for by the petitioner. 2.In catena of judgments, the Hon'ble Supreme Court in the case and as well as the Hon'ble Full Bench of this Court, has considered in extenso the issue regarding issuance of community certificate to the persons belong to SC/ST Community and the same stands conclusively settled by the applicable Government Orders and judicial pronouncements.

3.In light of the above decisions, the online application of the petitioner for issuance of community certificate was considered and rejected by the Revenue Divisional Officer. As per G.O.Ms.No.147, Revenue (RA-3(2)] Department, dated 17.03.2016, against the rejection order, the appellate authority is the District Collector. Hence, the request of the learned counsel for the petitioner to refer the matter to the State Level Scrutiny Committee is untenable. Even after availing the appellate remedy, if the petitioner has any further grievance, he can very well approach the redressal committee, namely, State Level Scrutiny Committee.
4.In view of the above deliberation, this writ petition is dismissed. Consequently, connected miscellaneous petition is closed. There shall be no order as to costs.
