ORDER
This Writ Petition has been filed to direct the respondents 1 to 3 to grant permission to conduct Kida-Muttu cultural event during the Santhana Mariamman Kovil Festival on 08.01.2026 at Nagamalai Puthur Village, Vadapalanchi Post, Nagamalai Taluk, Madurai District, based on the representation of the petitioner dated 05.12.2025.
2. The learned counsel appearing for the petitioner would submit that the petitioner has given a representation on 05.12.2025 to conduct KidaMuttu during the Santhana Mariamman Kovil Festival on 08.01.2026 at Nagamalai Puthur Village, Vadapalanchi Post, Nagamalai Taluk, Madurai 2/6
District. However, the same is yet to be considered. Hence, the Writ Petition.
3. Per contra, the learned Additional Government Pleader appearing for the respondents 1 to 3 would submit that the petitioner's representation has already been rejected and Kida-Muttu and similar other cultural events are regularised to be conducted only from the month of January to May.

The learned Government Advocate (Criminal Side) appearing for the respondents 4 to 6 drew the attention of this Court to the Circular dated 28.08.2025 issued by the Director General of Police, wherein certain instructions are issued in respect of according permission for cock fight, animal fight or bird fight.
5. I have given due consideration to the submissions made on either sides.
6. In the present case, the petitioner has made a representation on 05.12.2025 to conduct Kida-Muttu cultural event during the Santhana Mariamman Kovil Festival and since the same has not been disposed, the present Writ Petition has been filed. However, according to the respondents, 3/6
the representation of the petitioner has already been rejected. Certainly, the petitioner requests to conduct Kida-Muttu on 08.01.2026. Even according to the learned Additional Government Pleader, such cultural events are permitted to be conducted from the month of January to May. Such being the case, the petitioner's representation ought not have been rejected and Kida-Muttu cultural event can very well be permitted to be conducted with all precautions, without any deviation and by scrupulously following the directions under the order of this Court dated 13.08.2025, referred to in the Circular dated 28.08.2025 issued by the Director General of Police.
7. It is made clear that the Kida-Muttu cultural event shall not be stopped under the pretext of animal cruelty or by citing law and order problems. It is the duty of the Authorities concerned to see that no cruelty is caused to animals and law and order is maintained. Therefore, the respondents 1 to 3 shall permit the petitioner to conduct the Kida-Muttu cultural event during the Santhana Mariamman Kovil Festival on 08.01.2026 at Nagamalai Puthur Village, Vadapalanchi Post, Nagamalai Taluk, Madurai District, in accordance with the Circular dated 28.08.2025 issued by the Director General of Police and in accordance with the Rules and Regulations made from time to time.
