This Writ Petition has been filed seeking issuance of a Writ of Mandamus, directing the second respondent to conclude the appeal proceedings with respect to the UDR patta relating to Survey Field Nos. 61/6B1A, 61/6B1A2 and 61/6B1C, situated at Settiyapatti Village, Manapparai Taluk, Tiruchirappalli District, within a stipulated time frame.
2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself, dispensing with notice to the fifth to eighth respondents, as no adverse orders are proposed to be passed against them.

The learned counsel appearing for the petitioner would submit that the subject property is the ancestral property of the petitioner; that patta bearing Patta No.835 was issued in the name of the petitioner's father; that on 15.04.1967, the petitioner's father mortgaged the same with the Alathur Primary Agricultural Cooperative Bank for obtaining a loan; that after the demise of the petitioner's parents, the petitioner discharged the entire loan amount on 13.05.
2022 and the mortgage was accordingly cancelled; that the petitioner has been in continuous possession and enjoyment of the property till date; that however, the patta was erroneously transferred in the names of the fifth to eighth respondents, who are none other than the legal heirs of the brother of the petitioner's grandfather, during the UDR sub-division; that the petitioner filed a suit before the learned District Munsif Court, Manapparai, against the private respondents, which came to be dismissed on the ground that the patta stood in the names of the private respondents; that challenging the same, the petitioner has filed A.S.No.
18 of 2022 on the file of the Subordinate Court, Manapparai and the same is pending; that since the patta was wrongly mutated in favour of the private respondents, the petitioner submitted a representation to the third respondent, which did not evoke any response; that therefore, the petitioner preferred an Page No.
appeal/representation before the second respondent on 12.11.2025, which also did not evoke any response; and that therefore, the petitioner was constrained to file the present Writ Petition.
4. The learned Additional Government Pleader appearing for the first to fourth respondents would submit that the petitioner's appeal/representation dated 12.11.2025 would be considered and appropriate orders would be passed within a period of twelve weeks.
5. Recording the above submission and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the second respondent to consider the petitioner's appeal/representation dated 12.11.2025 on its merits and in accordance with law and pass appropriate orders within a period of twelve weeks from the date of receipt of a copy of this order. The appeal/representation shall be considered and disposed of after conducting an enquiry. The second respondent is also directed to provide a reasonable opportunity during such enquiry to the petitioner, the fifth to eighth respondents and to any other interested parties who may be affected by the decision. The aspect of the earlier civil suit and the appeal shall be taken into Page No. 4 of 6
consideration while disposing of the said representation/appeal. There shall be no order as to costs.
