O R D E R

This Writ Petition has been filed seeking to quash the impugned E-Auction / Tender Notice issued by the second respondent in A1/02483/2025 dated 16.12.2025. 2.With the consent of the parties, the Writ Petition is taken up for final disposal at the admission stage itself. 3.Learned Counsel for the petitioner submits that the petitioner is the proprietor of M/s.PPM Meenakshi Group and is a registered contractor under the second respondent. The second respondent Corporation had invited tenders for grant of license to collect fee in the two and four wheeler parking owned by the second respondent for the year 2025-2026 under G.O.(2P)No.66, Municipal Administration and Water Supply (N.N.4) Department dated 06.08.2024, for a period of three years. 2/6

4.Learned Counsel for the petitioner further submitted that the second respondent has published the impugned tender notice dated 16.12.2025 in the newspaper only on 19.12.2025 and has fixed the last date for submission of bid as 29.12.2025 till 4.00 p.m. He also submits that Rule 20(a) of 'the Tamil Nadu Transparency in Tenders Rules, 2000' [hereinafter referred to as 'the Rule'] mandates minimum 15 days period between the date of publication of tender notice and the last date for submission of bids for tenders upto rupees ten crores in value. The value of the present tender is Rs.3,00,20,250/-, however, the second respondent has not provided 15 days time as per Rule 20. Further, the second respondent has failed to state the date and time for opening of tenders received as per Rule 10(f) of the Rule.

Hence, the impugned tender notice is vitiated and affects his rights to participate in the tender proceedings and prays for quashing the impugned tender notice. 5.Learned Standing Counsel appearing for the second respondent Corporation would submit that the petitioner can very well participate in the tender proceedings and further, they are willing to extend the period to another five days ie., till 05.01.2026.

5.Considering the submission made by the learned Standing Counsel, the second respondent is directed to extend the time period till 05.01.2026 and the petitioner is directed to participate in the tender proceedings.

6.In view of the above, this Writ Petition stands closed. There shall be no order as to costs. Consequently, connected miscellaneous petitions are closed.
